Wallpapering over paneling

My upstairs hall has plaster walls covered in 70's style panneling painted white. I really do not want to remove the paneling due to the dammage it will do to the plaster (nail holes etc.) I was thinking of spackeling and then sanding then applying the paper. Has anyone attempted something like this? I would welcome suggestions to minimize the mess and cost. Thank you.

If your going to be spackeling anyway you may as well remove the offending paneling. If you try to paper over it it will reveal several inconsistincies in the paneling that the grooves conceal. To leave it in place will always bother you with less than desired results. Luck with it and have fun, Gerald
