Fixing shoddy carpentry around toilet

I have recently moved into a rented apartment where the absolute minimum has been done. My main problem is that both toilet units have been boxed in (to cover piping I suspect) and the edging cut out of the wood to fit around the curved U-bends is jagged and is not flush with the toilets. It looks terrible, and I want to finish it off. However, I don't quite know how to fill the gaps between the wood and the porcelain of the toilets - the gap is about 1/2 an inch or 1cm wide. Please note I live in London, so I can only use products that are available in the UK.
