turning off water to sink

Hello I am redoing a 1/2 bath and can't turn the water off under the sink no matter how tight I turn the knobs. If I turn water off at the street, how do I cap the pipes to keep the water from coming back once the sink is removed? Thank you

Try "bleeding" the pipes by first turning off the water at the main and then turning on the faucets in your home to empty the pipes of excess water. That said, it's really just the water that's feeding your faucet that counts, so once you've bled the pipes at your faucet (making sure that the supply valves underneath are in the "on" position) you can then put the valeves in the "off" position and then get back to work. You'll know the pipes are empty when the water stops. Hope this helps! :)
