Fixing bad tape/mud job on wall seams

I am getting ready to re-do small bedroom in our modular home. The previous owner has attempted to tape and mud the seams in the drywall. Then he painted over them. He used way too much mud and now the wall seams are thick bumps. How in the world do I get rid of the bumps?? I am a newbie to home remodel - but I would like to give things a try!! Thanks!!
