How can upgrade a basement that dark paneling in it without removing it.

to paint it. If its a glossy type of paneling then I suggest using a fine grade sand paper to lightly rough it up. Put on a good primer and then paint it the colour you want. I've painted paneling in my old house. I hate paneling but painting it just seemed to spruce it up. ~~~***~~~~ "If you screw up...make sure it looks like it should have been that way in the first place!"

unless the basement is really 100%dry, beware of using latex paint. Latex is an organic compound... Organic matter + basement humidity = mold.

Prime and paint it white or cream. May take a few coats, but will be nicer in the end.
