Toilet swirles but but doesn't empty

I know my toilets are old and have probalby not been replaced since the house was built in 1987 and I am eventually going to remodel the bathrooms but I am working on the livingroom and kitchen right now so if a temporary fix in possible then I would like that and then replace the toilets later. Water flows fron the tank into the bowl and out. My problem is that the bowl doesn't actually empty, taking whatever is in there away. The water in the bowl merely swirls with the contents allowing the tank to empty and refill while the bowl does cycle the water through but not taking anything of real content with it. I tried a plunger in case there was blockage but that did not work. And like I stated, the bowl cycles the water through, never filling past the line where the water sits normally, it just doesn't take anything substantial with it. What , if anything, can I do?

Try this- (I actually did this today because of the same problem- and will let you know how well it worked for me.) The problem is probably that there is a clog, but beyond where the plunger can have any effect. My dad is an ultimate handyman, an this was his 2 cents... Buy the LARGE bottle of liquid plumber, pour the entire bottle into the toilet bowl filled with water, now use a plunger to make the water go down into the pipes, this is pushing the "plumber" to wherever and whatever is causing the problem. Dont flush... Let this sit overnight and check how it works in the morning. Good Luck!
